NEPO219 Building Materials and Managed Stores Framework Agreement

NEPO is establishing NEPO219 Building Materials & Managed Stores, a national procurement framework for UK local authorities and eligible public sector organisations to source building materials and related services. This new arrangement will replace the expiring NEPO219 Dynamic Purchasing System and operate under the Procurement Act 2023 requirements. The framework will be structured as an unranked open framework, allowing suppliers to join at defined reopening points throughout its lifetime. It will support competition-based procurement as the primary route to market, with potential direct award mechanisms in specific circumstances. Current scope includes six categories: Managed Stores, General Materials, Plumbing/Heating/Gas, Electrical, Commercial Heating/Gas, and Modular Build. NEPO is also exploring expansions to include kitchen and joinery products and civil engineering materials, pending market demand confirmation. The agreement is available to NEPO Member Authorities, Associate Members, and all eligible Contracting Authorities across the UK. Interested organisations must register as a NEPO Associate Member to access the framework. Final scope, lot structure, and operational details will be confirmed following market engagement.
