Brief
The procurement involves the supply and installation of 696 LED streetlights. This project includes the dismantling of 529 existing streetlights with a total power consumption of 37.296 kW and an annual electricity usage of 148,811 kWh. Out of these, 528 will be replaced, and 1 will be permanently removed. Additionally, 168 new streetlights will be installed, resulting in a total of 696 new streetlights equipped with autonomous power regulation. The municipality plans to fund this project through two sources: 1. A grant application submitted to the Hungarian Village Program, which, if successful, will cover the dismantling of 197 operational streetlights with a power consumption of 20.61 kW and an annual electricity usage of 82,233.9 kWh. This will result in the installation of 197 new streetlights with autonomous power regulation. (One non-operational streetlight will also be permanently removed.) 2. ESCO financing: This will cover the replacement and expansion of additional streetlights, including the dismantling of 331 streetlights with a power consumption of 16.089 kW and an annual electricity usage of 64,195.1 kWh. This will result in the installation of 499 new streetlights with autonomous power regulation. The goal of the Hernád Municipality is to ensure that the new streetlights meet the minimum light output requirements specified in the technical description while using the least amount of power. The calculations for light output and energy savings are based on the PHILIPS UniStreet Gen2 streetlight family as a reference. The estimated annual electricity consumption for the new streetlights is 43,768.8 kWh, resulting in a 70.5% energy savings. The operation will be continuous and uninterrupted throughout the contract duration. The unique nature of this procurement justifies a 10-year contract period, which includes both refurbishment and operational elements. The combined procurement is justified as the supplier must operate the system to ensure compliance with the development standards. The scale of the investment also supports a longer payback period, as a shorter duration would not allow for cost recovery. This is a joint financing structure, and the duration aligns with market practices. The 120-month duration complies with legal regulations. The contracting authority emphasizes the equivalence clause as per the relevant government regulation, considering all streetlights that meet the technical specifications as equivalent. The responsibilities for operation, maintenance, and repair of the installed system are also included.
