Financial Support for Aerial Spray Services Procurement

The Maritime and Coastguard Agency (MCA) is seeking specialized financial advice to assist in procuring new aerial dispersant spray services, which are set to expire on February 28, 2024, with a possible extension until February 28, 2025. These services, along with oil spill response services, currently have a combined value of approximately £8 million per year and are expected to be retendered for a long-term contract lasting 8 to 10 years. As part of its resource review, the MCA will assess how future oil spill response services are structured to ensure they are effective, efficient, and collaborative. Financial advice will be essential for this evaluation. The selected financial advisors will provide expert guidance throughout the procurement process, including the development of procurement documents such as selection questionnaires and invitations to tender, as well as scoring criteria and weightings. They will assist in drafting the new contract to ensure it offers the best value for money, verify that bidders are financially capable, negotiate contract terms professionally, and provide timely financial advice during the procurement process.
