Public Road Transport Services in Constanța County

This contract involves delegating responsibilities to an operator for providing public road transport services for passengers through regular routes in Constanța County. The service includes 57 routes organized into 8 groups (lots). In a previous procurement process in 2022, 7 out of the 8 lots were awarded, covering 51 of the 57 routes, leaving lot 3 (Group 03) unawarded. The competitive procurement process for lot 3 has been canceled multiple times in 2023 and 2024 due to a lack of acceptable bids. Therefore, this procedure aims to restart the procurement for this group based on the updated transport program for 2025. The contracting authority will respond to all clarification requests from interested economic operators 15 calendar days before the deadline for submitting offers. Economic operators can request clarifications up to 24 days before the submission deadline.
