Construction Work for Quays – Framework Agreement for Land, Water and Final Planning

Vaxholm City and Roslagsvatten invite bids for a framework agreement regarding land, water, and final planning with reference number KS 2025/172, according to the instructions and attached documents below. The procurement is joint for Vaxholm City and Roslagsvatten AB, but Roslagsvatten is only entitled to call off regarding water works within the framework of the Vaxholm quays project (part A below). This means that certain works will be ordered and paid for by Roslagsvatten. (In the various procurement documents, the terms "the City" or "the Client" are used, but they refer to both organizations). A framework agreement is intended to be signed with three (3) suppliers, provided that that many approved bids are received. The framework agreement is expected to start in Q1/2026 (preliminary) and will last for two years, with the possibility of extension for two additional one-year periods. The contract period can thus be a maximum of four years. This framework agreement applies to: A. Call-off of services for the renovation of Vaxholm quay, land, water, and final planning (see AFC.1). The renovation is planned to take place in different stages; and B. Call-off of services for maintenance, new construction, and other contracting projects in Vaxholm. The works are specified in quantity lists, but examples include: Excavation work for: - Pump station - Water and sewage Filling work for: - Water and sewage pipes and stormwater drainage - Streets and land Construction work: - Paving - Ducting - Water and sewage pipes and pump station - Hard surfaces for final planning contracts Final planning work: - Surface and decoration work - Lighting work - Stone work - Planting of plants and flowers - Furnishing benches, trash cans, etc. Contract form – compensation form Each call-off will normally result in a separate execution contract, general contract, with terms according to AB04 - see template for Contract Agreement. The compensation form is – unless otherwise stated in the Call-off Request – compensation with fixed unit prices according to “07 Priced Quantity Lists”. The initial call-offs are expected to concern the quay renovation and its concluding works, and will take place in stages according to plan (see document 09.04). The framework agreement does not imply exclusivity. The clients have the right to procure equivalent services from other suppliers.
