Procurement of Personnel Assessment Services

The City of Espoo, Enter Espoo Ltd, and Espoo Catering Ltd (hereafter referred to as the Buyer) are inviting bids for personnel assessment services. This procurement will be conducted as a framework agreement in accordance with procurement law. Based on the competition, a buyer-specific framework agreement for personnel assessment services will be established, selecting up to three (3) suppliers. The Buyer will place orders up to €60,000 (excluding VAT) with the supplier deemed most suitable for the Buyer’s procurement needs, while orders exceeding €60,000 (excluding VAT) will be subject to a simplified competition process. A detailed description of the procurement is provided in Annex 1 of the request for proposals, titled "Description of the Procurement Object." The contract duration is four (4) years from the contract's commencement, but no later than March 31, 2030 (this estimate will be confirmed during the contract signing phase). The estimated total value of the procurement, excluding VAT, for four (4) years is €395,000. The VAT-exempt total value is distributed among the participating procurement units as follows: City of Espoo €365,000, Enter Espoo Ltd €15,000, Espoo Catering Ltd €15,000.
