Consulting Services for Strategic Foresight Development

The Geological Survey of Finland (GTK) is seeking proposals for the development of strategic foresight capabilities from 2025 to 2027. The goal is to establish a comprehensive foresight capability for GTK, which includes three main components: 1) a monitoring model for the operational environment of strategic priorities, 2) the systematization of foresight models and the construction of an organizational-level foresight process, and 3) the creation of alternative future scenarios based on the evolution of strategic background assumptions in the operational environment. The monitoring model will be based on the formation of strategic background assumptions, monitoring targets, metrics, and sources aligned with GTK's strategic priorities. The foresight process will involve the creation and systematization of continuous foresight implementation methods and capabilities, taking into account uncertainties in the operational environment of all strategic priorities of GTK. Defining roles and responsibilities is also a prerequisite for the operation of the foresight process. Scenarios will be developed based on the key uncertainties in GTK's operational environment and their development options. The scenarios will be logically updated and will reflect changes in the strategic operational environment, providing comprehensive future visions for GTK's activities. The aim of creating foresight capabilities is to enable a foresight model and process based on scenarios and strategic background assumptions, allowing for the assessment of GTK's strategy against future information, as well as the rolling and flexible updating of the strategy and operational planning. Reflecting scenarios against GTK's strategy and operations will create a foundation for preparing for future opportunities and risks.
