    Brief

    This procurement opportunity involves a European public procedure for awarding a framework agreement for the execution of construction projects by Waterschap Scheldestromen. Waterschap Scheldestromen intends to enter into a framework agreement with any party that meets the eligibility requirements for a period of two (2) years, with the option to unilaterally extend the agreement twice for one (1) year under the same conditions. The area of Waterschap Scheldestromen contains numerous objects/buildings/locations where construction work needs to be carried out on a project basis. The types of work that may be included in a project are (not limited to): installation of tanks including foundations and piping, railings and stairs, cast-in-place concrete structures (e.g., pump pits and basements), coating basements with a 10-year (non-expiring) warranty and H2S resistant, waterproof sealing of wall penetrations, installation of prefabricated buildings, making foundations, etc., supplemented with traditional construction work such as replacing roofing, renewing facade joints, installing ceramic tiles, etc. The requested construction work is highly industrial-related. The detailed engineering of construction objects and structures, the manufacturing of (sub)objects in the workshop, transportation to the construction site, assembly and finishing, testing and inspection, and the handover of the new and/or modified objects to the client. The delivery, assembly, and finishing of all necessary components of an object as agreed in the further request for quotation, including supporting structures, assembly materials, temporary provisions, etc. The provision and deployment of sufficient qualified personnel during assembly, commissioning, and handover; coordination obligations with management, other (sub)contractors, and utility companies for project and planning during the execution phase; demolition and disposal of non-reusable materials; arrangement of the site around the object; the creation and delivery of all required documents, manuals, and drawings (2D and 3D) up to and including providing the necessary documents for obtaining all required approvals from government authorities for the object. The above list of tasks is not exhaustive and may vary per project. During the execution of the work, the design and construction philosophy of Waterschap Scheldestromen must always be adhered to, along with the other conditions described in the further requests for quotation per project. These will also be supplemented with project-specific information. Electrical and mechanical engineering work, process automation, daily construction maintenance for various objects/buildings/locations, and specific 'painting assignments' are not part of this framework agreement; however, coordinating these activities (subcontractors) may be part of the scope of the construction contractor of this agreement for a large part of the requests for quotation. The requested work must be able to be carried out throughout the entire management area of Waterschap Scheldestromen.
