    Brief

    The Scottish Courts and Tribunals Service (SCTS) is seeking a supplier to establish a shared web and digital front-end capability for designing, delivering, migrating, and operating digital services across the organisation. This is a strategic transformation initiative, not a simple website redesign. The solution will implement a standardised enterprise digital capability featuring shared information architecture, reusable design patterns, and common technology platforms with consistent operational support. The technical architecture is fixed and formally approved: Umbraco Cloud SaaS CMS, React front-end delivery, Azure-hosted shared services, and alignment with the Scottish Government Design System with controlled SCTS branding. This approach will reduce fragmentation across the digital estate, improve user consistency, eliminate duplication, and create a scalable model for future digital delivery.
