Mental Health and Mental Capacity Assessment Service for Vulnerable Adults

Kent County Council is seeking a supplier to deliver Mental Health Assessment and Mental Capacity Assessment services to support Deprivation of Liberty Safeguards (DoLS) compliance under the Mental Capacity Act. These assessments protect vulnerable adults in residential care, nursing homes, and hospital settings by ensuring care respects human rights and legal requirements. The supplier must arrange and manage referrals while coordinating assessments performed by Section 12 doctors who are Royal College of Psychiatrists members or GMC Specialist Register specialists in psychiatry. Services must comply with the Mental Capacity (Deprivation of Liberty: Standard Authorisations, Assessments and Ordinary Residence) Regulations 2008. The successful supplier will be responsible for efficient referral and assessment process management, providing qualified professionals, and delivering timely, high-quality assessments that help Kent County Council meet its statutory duties and maintain transparency and care standards for service users and their families.
