Feasibility Study and Economic Planning Methodology for Municipal Housing Funds

This public procurement contract seeks to develop a practical methodological guide for economic planning of housing funds. The methodology will provide municipalities with guidance on how to better plan their investments and maintenance, contributing to improved housing availability, with a focus on long-term financial planning. The methodology will enable the establishment of long-term economic sustainability and development plans for housing funds (30-50 year horizon). It will be applicable to municipalities of various sizes and specific housing fund management settings. The methodology combines a theoretical introduction to the issues, a review of foreign practices, an overview of applications for housing fund management, specific case studies from three selected municipalities, recommended economic modeling tools, and a set of practical recommendations for municipalities.
