Romania – Thermal Insulation Works for Energy Efficiency in Residential Buildings

This public procurement procedure aims to establish a framework agreement for the execution of works to improve energy efficiency in residential buildings located in Sector 6 of Bucharest. The project includes thermal insulation of exterior walls, thermal and hydro insulation of roofs, basement insulation, replacement of existing windows with energy-efficient ones, installation works, and other related tasks. The contracting authority has divided this procedure into 5 lots, allowing a bidder to participate in one or more lots, but an economic operator can win a maximum of 2 lots. The framework agreement will be signed with a maximum of 2 economic operators for each lot. To ensure a relatively equal distribution of rehabilitation works and to enhance efficiency in organizing and executing the works, the selected buildings have been geographically divided into 5 zones, corresponding to the 5 lots. Each lot covers specific areas and blocks, as detailed in the annexes. The estimated value of the largest subsequent contract for each lot is provided, along with minimum and maximum quantities for the framework agreement and the largest subsequent contract. It is estimated that 4 subsequent contracts will be awarded for each lot per year, with the contracting authority reserving the right to modify the number of contracts based on the allocated budget. Subsequent contracts will be awarded without reopening the competition, following the ranking from the offers received. Clarifications can be requested up to 18 days before the deadline for submitting offers, and the contracting authority will respond to all requests for clarification on the 11th day before the submission deadline.
