Brief
This project involves the complete demolition of unused buildings, including foundation removal and site preparation work. The buildings to be demolished are all single-story, unused warehouse structures. The project includes the expansion of a three-story educational wing with a two-story workshop wing (ground floor + first floor), which will be connected to the existing educational wing by a single-story link. Part of the new building will include mechanical spaces on the second floor. The new building will have a net floor area of 2,453.28 m2. This new building will house workshops, changing rooms, restrooms, and a lift, as well as a new school auditorium, which will serve as a much-needed space. The building will be constructed with pile foundations, connected by a head beam, and the superstructure will consist of a monolithic reinforced concrete frame, reinforced concrete bracing, and brick infill walls. The roof structure will feature exposed RRF beams, similar to other parts of the building, and will be covered with metal sheeting. The general structural framework of the roof will be made of steel beams. The construction work must be carried out while ensuring the smooth operation of the institution and the uninterrupted provision of education. Detailed technical specifications, including specific quantities, are included in the technical documentation. Regarding equivalence, the provisions of Section 46 (3)-(5) of Government Decree 321/2015 (X. 30.) are also applicable. According to Section 46 (3) of Government Decree 321/2015 (X. 30.), if the documentation (public procurement technical description) refers to a specific standard, technical approval, technical specifications, technical recommendations, or a specific product, origin, or type, the mention is solely for the clear identification of the subject matter, and the phrase 'or equivalent' must also be understood, which obliges the contracting authority to accept equivalent or better solutions than those specified in the documentation. If a bidder wishes to propose an equivalent product, tool, solution, etc., instead of the referenced technical content, they must submit documentation supporting the equivalence in their professional offer. Bidders are reminded that documentation supporting equivalence may include (but is not limited to) technical documentation from the manufacturer or distributor, or certification from an independent, professionally recognized organization, or other certifications/confirmations accessible to economic operators. In the case of proposing an equivalent product, bidders must provide the manufacturer/distributor, specific type, article number, and country of origin of the product. A detailed product description must be attached to the offer. If a bidder proposes an equivalent product, they must declare (by filling out the sample 'Bidder's Declaration on Equivalence' in Appendix 7 - even if the content is negative) which item in the budget they wish to apply the equivalent proposal to, and the specific name of the equivalent product (if known, including manufacturer, type, article number) is required, with a separate 'K-item' line marked in the priced budget, indicating the value. For the original item to be replaced, this budget line must be indicated as '0', that is, zero amount. The 'K-item number' must match the item number of the product being replaced.
