Comprehensive Service for Sales Invoice Lifecycle Management

This procurement opportunity is for a comprehensive service related to the lifecycle of sales invoices. The service includes the execution of delivery projects, printing, forwarding, and sending sales invoices to the clients of the contracting authorities, payment reminders and collection services for sales invoices, customer service related to payments for the clients of the contracting authorities, a processing portal for sales invoices accessible to the staff and clients of the contracting authorities, reporting services, and user support services for the staff of the contracting authorities as specified in the request for proposals and its attachments. The procurement is further detailed in the request for proposals and its attachments, particularly in Attachment 1 "Description of the Procurement Object" and Attachment 4 "Requirement List". The contracting authorities - Pirkanmaan Jätehuolto Oy and Lounais-Suomen Jätehuolto Oy - will each make an independent procurement decision and contract. The contract period is fixed for four (4) years, after which it will continue indefinitely. The goal is for the contract to commence in January 2026, at which point the implementation projects will begin. The estimated scope of the procurement is defined in Attachment 8 "Price Form" of the request for proposals, which estimates the volumes of the comprehensive service for the lifecycle of sales invoices over the four-year contract period, including volume changes for the contracting authorities. For Lounais-Suomen Jätehuolto, it is estimated that the current annual volume of sales invoices will double by 2029. For Pirkanmaan Jätehuolto Oy, the annual volumes of sales invoices are expected to remain at the current level in the coming years. According to the volume coefficients described in Attachment 8 "Price Form", Pirkanmaan Jätehuolto Oy's share is 46% and Lounais-Suomen Jätehuolto Oy's share is 54%. The anticipated volume coefficients in the price form are non-binding estimates. There is no obligation for minimum purchase in the contract. The selection criterion for the procurement is overall economic advantage, with the most economically advantageous offer being the one with the best price-quality ratio. Bidders must submit unit prices/service-specific prices for all requested items excluding value-added tax. Offers will be compared based on the total comparative prices of unit prices/service-specific prices. The comparison of offers is further detailed in the sections of this request for proposals regarding the criteria for the procurement object and "Other Information - Decision-Making Criteria". One (1) supplier will be selected in the procurement competition.
