Brief
This contract involves the construction of a connection between DN1600 mm and DN1400 mm pipelines, the reconstruction of a DN1600 mm steel water main to a PE100 RC DN1400 mm pipeline, and local repairs of the DN1600 mm pipeline using cementation. The entire project is located within the city limits of Tychy. The total length of DN1600 pipelines to be reconstructed includes: - Relining with PE RC DN1400 mm SDR11 PN16 – 4055.1 meters; - Cementation with a minimum thickness of 20 mm – 328.7 meters; - Construction of a connection with PE RC DN1200 mm SDR11 PN16 – 17.5 meters. Detailed descriptions of the contract's subject matter are provided in Annex 7 to the SWZ. The project documentation detailing the contract's subject matter is specified in Part II of Annex 7 to the SWZ. The specific conditions for executing the contract are outlined in Annex 8 to the SWZ - Draft contract provisions, which will be incorporated into the public procurement contract. Employment requirements based on an employment contract are in accordance with Article 95 of the Act: The contracting authority requires the contractor, subcontractor, or further subcontractor to employ individuals performing the specified activities directly related to the execution of the contract, including demolition works, earthworks, installation works, surface restoration, general construction and renovation works, cleaning works, and operation of construction equipment. This obligation does not apply to individuals holding independent technical positions in construction as defined by the Construction Law of July 7, 1994. The control of compliance with employment requirements and sanctions for non-compliance are detailed in § 3 of the draft contract provisions - Annex 8 to the SWZ. Information regarding site visits: 5.1. Site visits are not mandatory, meaning that failure to attend will not result in the rejection of the offer. 5.2. Site visit procedures: 5.2.1. The site visit will be conducted on a date specified by the contracting authority at the project location. 5.2.2. Interested contractors must submit a request for a site visit appointment and a confidentiality statement (Annex 5 to the SWZ) electronically with a qualified electronic signature according to representation or granted power of attorney, via the Platform. 5.2.3. Requests must be submitted no later than November 18, 2025. The date of receipt by the contracting authority is decisive. The contracting authority reserves the right to change this deadline by extending it. 5.2.4. In response to the request mentioned in point 5.2.2, the contracting authority will inform contractors of the site visit date. Requests for site visits submitted after the deadline specified in point 5.2.3 will not be considered. 5.2.5. No additional information or answers to questions from contractors will be provided during the site visit. Any inquiries should be submitted in accordance with Article 135 of the Act, as specified in Chapter XVII of the SWZ via the Platform. 5.2.6. The person designated by the contracting authority to assist contractors during the site visit will inform about cases where photography and audio-visual recording may be prohibited. 5.2.7. Information obtained during the site visit regarding the contracting authority's infrastructure is confidential. 5.2.8. Costs related to participation in the site visit, especially travel expenses, are solely the responsibility of the contractor. 5.3. The fact of conducting the site visit will be documented with an attendance list prepared during the visit at the location. 6. The contracting authority does not require specific evidence in the procedure.
