Fire Extinguisher and Hydrant Inspection and Maintenance Services

The City of Oulu is seeking bids for the inspection and maintenance of fire extinguishers and hydrants. This opportunity is open to suppliers who can provide these services in accordance with the requirements outlined in the request for proposals and its attachments. The contract includes approximately 250 fire extinguishers and hydrants located in various buildings managed by the City of Oulu. The total number of fire extinguishers in these buildings is around 2,905, and there are 1,533 hydrants. The buildings are situated in the Oulu area, including Yli-Ii, Haukipudas, Kiiminki, Ylikiiminki, Oulunsalo, and central Oulu. The Oulu Water utility also has about 100 fire extinguishers and hydrants. The selected service provider will receive a detailed list of fire extinguishers and hydrants at the start of the contract period. The procurement also includes the purchase of new fire extinguishers. The buyer may acquire additional products related to this procurement through the selected service provider during the contract period as needed. The service provider will be responsible for conducting inspections and maintenance of the fire extinguishers and hydrants in compliance with applicable laws and regulations. Inspections will take place at the buyer's properties. The service provider must maintain an up-to-date register of fire extinguisher and hydrant maintenance by property. The buyer reserves the right to add or remove properties from the contract if there are changes in the property portfolio. Pricing for new properties must align with the pricing of similar items in this contract. For example, buildings transferred to Pohde will be removed from the City of Oulu's balance sheet. A few new buildings are completed each year. Other departments and enterprises of the City of Oulu with the same business ID, such as the City Environment Services, Education and Cultural Services, and Sports Services, may also utilize this contract. The contract period is from January 1, 2026, to December 31, 2027, with the possibility of extending for two additional option years from January 1, 2028, to December 31, 2028, and from January 1, 2029, to December 31, 2029. The buyer will notify the use of the option at least three months before the start of the option period. Contract terms are based on Jyse Services 2025, including an index clause.
