Brief
The contracting authority will establish framework agreements for the repair and maintenance services of emergency vehicles belonging to the Inspectorate for Emergency Situations “Alexandru Dimitrie Ghica” in Teleorman County for a period of 24 months. The procurement will be divided into 10 lots to better meet the needs of the contracting authority and the capacity of economic operators. Subsequent contracts will be awarded monthly based on repair estimates within the available budget. Given the operational nature of some vehicles, the contracting authority reserves the right to award multiple subsequent contracts for the same lot within a single month, adhering to the terms and conditions specified in point 6 of the specifications. The contracting authority is interested in purchasing both spare parts and materials necessary for the repair and maintenance of vehicles/emergency vehicles from the ISU Teleorman fleet, as well as the mentioned services, which will be carried out in the specialized workshops of the winning economic operators. In executing the framework agreements, it will be considered that any preventive and/or corrective maintenance service will be purchased only based on a subsequent contract, signed by the legal representatives of the parties, within the limits of the allocated budgetary funds. Bidders can submit price offers for one or more lots, detailed for each type/brand of special installation requested by the contracting authority, according to the specifications in the terms of reference. Economic operators must prove that they have at least one specialized workshop or have entered into partnership or subcontracting agreements with authorized economic operators to perform the services covered by the contract. In cases where, after the contract is awarded, the allocated funds are below the estimated thresholds, the contracting authority does not assume the obligation to carry out current repairs and technical revisions at the minimum or maximum value presented in the terms of reference. The framework agreement, as a special method of awarding a public procurement contract, contains estimated quantities of products and services that the contracting authority considers it will purchase later, quantities that appear in the documentation for awarding the respective framework agreement, with the contracting authority being obliged, subsequently, at the time of concluding subsequent contracts, to establish the fixed quantities that will be purchased based on the respective subsequent contract. The preventive and corrective maintenance services and products to be purchased must fully meet the minimum requirements of the technical specifications as provided in the terms of reference. The minimum and maximum quantities of the framework agreement, as well as the subsequent contracts, are mentioned in the terms of reference. The contracting authority is interested in purchasing both spare parts and materials necessary for the repair and maintenance of emergency vehicles from the ISU Teleorman fleet, as well as the mentioned services, which will be carried out in the specialized workshops of the winning economic operators. Suppliers can request clarifications up to 15 days before the deadline for submitting offers/applications. The contracting authority will respond clearly and completely to all requests for clarifications or additional information on the 11th day before the deadline for submitting offers.
