Temporary Clinical Staffing - Managed Neutral Vendor Service

North Cumbria Integrated Care NHS Foundation Trust seeks a Neutral Vendor to provide comprehensive temporary clinical workforce management across all its sites. The successful provider will act as an intermediary between the Trust and approved staffing agencies, managing the complete staffing supply chain while ensuring compliance, quality, and value for money. Key responsibilities include: sourcing and fulfilling temporary clinical staff across all disciplines and grades; managing a compliant and high-quality agency supply chain; implementing governance and assurance measures including compliance monitoring, right to work verification, and professional registration checks; delivering real-time workforce management and reporting systems; and providing a software portal with cost data for direct and non-direct engagement staff. The provider's system must integrate electronically with the Trust's existing software systems. The Neutral Vendor will work collaboratively with the Trust to ensure compliance with NHS workforce regulations and frameworks, reduce off-framework agency usage, deliver measurable efficiencies, and maintain performance against agreed Key Performance Indicators and service levels. The service must be flexible to accommodate future expansion, rationalisation, or changes in line with organisational requirements.
