Public Sector Communication and Marketing Services

This is a public procurement procedure conducted by Infrabel and TUC Rail. For Infrabel: Provide strategic communication advice to the Strategy, Corporate and Public Affairs (SCPA) department. Infrabel is responsible for communication with various stakeholders, including the general public, travelers, local residents, employees, customers, railway operators, mobility partners in Belgium, political and economic circles, the press, and environmental stakeholders. Infrabel regularly requires support in various forms to ensure effective communication with its stakeholders, whether it involves strategic advice, crisis communication management (including safety crises), or the practical execution of internal or external communication projects. Examples of desired services include: - Communication advice for “Strategy, Corporate & Public Affairs”: critical analysis of files, recommendations on strategic direction, benchmarking and competitive intelligence, preparation of Q&A documents, mapping, compiling contact lists, ad hoc advice (e.g., via phone), etc.; - Training, coaching, workshops, focus groups, and briefings in various areas of communication, particularly crisis communication, including safety crises, and internal or Public Affairs communication; - Writing content for various communication media (brochures, flyers, press releases, etc.); - Support in different phases of the communication process. For TUC: Provide advice on the communication strategy to the TUC RAIL communication team, which is responsible for communication with all these stakeholders: the general public, potential candidates, employees, customers (national or international), and, to a lesser extent, subcontractors (contractors). Examples of desired services include: - Strategic communication advice: development of overall communication strategies aligned with TUC RAIL's business objectives, including the development of long-term communication plans, identification of target audiences, and definition of key messages. - Communication campaigns (internal or external) - Reputation and stakeholder relationship management: developing communication strategies to strengthen relationships with internal and external stakeholders, including customers, partners, and other key players in the sector. - Communication studies and audits - Support in digital communication: strategies to enhance TUC RAIL's online presence, website optimization, social media management, and digital advertising campaigns. - Content creation and management: production of content tailored to various communication channels (press releases, brochures, annual reports, content for social media, etc.) - Internal communication support: development and implementation of internal communication strategies to enhance employee engagement, improve information flow within the company, and strengthen company culture.
