Software Maintenance and Support Services for Environmental Risk Register System

The purpose of this public procurement is to provide maintenance and support services for the information system that manages the public register of enterprises with low and high risk potential, as outlined in Chapter 7, Section 1 of the Environmental Protection Act. The scope of the maintenance services includes: • Weekly review of system logs for issues, including attempts of unauthorized access; • Monthly preventive maintenance of software applications (internal system and public website) and the database; • Resolution of technical malfunctions leading to complete or partial loss of functionality of the information system within the same day, not exceeding one working day; • Changes to the functionality of software applications as needed, such as regulatory changes or the addition of new record-keeping systems, with a workload not exceeding ten person-days for the entire contract period; • Management of an email address for inquiries and reporting issues from users, as well as a contact phone number during working hours for urgent problems; • If necessary, the contractor may be required to perform a one-time migration of the information system to another IT infrastructure, which includes: - Building a highly resilient virtualization platform (in a VMware environment) for the normal operation and backup of the information system in a hardware environment different from the current one; - Migration of the information systems to the built virtualization platform, including modules and components that integrate with other systems; - Testing all functionalities of the systems after migration; - Launching the migrated systems into real operation; All activities must be completed within 15 working days after notification from the contracting authority regarding the need for migration. All changes, migrations, and testing must be carried out outside of working hours to avoid disrupting the workflow of employees using the system; The delivery of licenses for system software is not part of this procurement. The execution of the contract does not include the development of new functionalities. The software applications are implemented on the following technological platform: Microsoft Windows Server 2016; Microsoft SQL Server 2016; Internet Information Server 8.0; Microsoft .NET Framework 4.6; Microsoft ASP.NET Web API 2.0; Microsoft ADO.NET Entity Framework 6.1; Angular 4. Database management system: Microsoft SQL Server 2012 R2.
