Poland – Sewage Sludge Processing Services

This contract involves the regular collection and recovery of stabilized municipal sewage sludge (waste code 19 08 05) along with loading and transportation from the production site to the recovery site using method R3 as defined in Annex 1 of the Waste Act dated December 14, 2012 (Journal of Laws of 2023, item 1587), for the years 2026-2027, from the following facilities: a) "Karkoszka II" sewage treatment plant in Wodzisław Śląski, ul. Czyżowicka 131 - estimated quantity 16,000 Mg (8,000 Mg per year) b) "Rydułtowy" sewage treatment plant in Rydułtowy, ul. Obywatelska 97 - estimated quantity 6,000 Mg (3,000 Mg per year). Note! The estimated quantity of sludge intended for removal and recovery is based on the amount of sludge removed in the last 12 months (from August 2024 to July 2025). This quantity is only indicative and serves to compare offers. The contractor is required to execute the order under the terms and conditions described in the contract template attached as Annex 2 to the SWZ. The contractor with whom the contract will be concluded will be required to confirm the transport and acceptance of waste in the BDO system. After the contractor collects the municipal sewage sludge from the contracting authority, full responsibility for it passes to the contractor. The contractor is responsible for the recovery and transport of the sludge (in accordance with Article 27 of the Waste Act). The contractor will be required to weigh each batch of collected sludge. Weighing of the sludge will take place: a) For sludge from the Karkoszka II sewage treatment plant, at the contracting authority's site, on a truck scale located at the Karkoszka II sewage treatment plant in Wodzisław Śląski at ul. Czyżowicka 131. b) For sludge from the Rydułtowy sewage treatment plant, on a legalized truck scale at the contractor's company, at an external company (at the contractor's expense), or on a truck scale located at the Karkoszka II sewage treatment plant in Wodzisław Śląski at ul. Czyżowicka 131. The contractor will be required to provide the weighing document (other than the contracting authority's scale) to the contracting authority's employee. The contractor will be responsible for maintaining the cleanliness of the road surfaces (located on the contracting authority's property and public roads) during the execution of the task and each time after its completion. The transport vehicles used by the contractor during the service must be equipped with a GPS system and a video recorder (recording images during driving). Data from the video recorder will be stored for at least 3 months and will be made available upon written request from the contracting authority. The contractor agrees to provide free access to a program for real-time vehicle location tracking (GPS) during the service. The quality of the sewage sludge at the sewage treatment plants operated by the contracting authority is defined in Annex 3 to the SWZ.
