The Tampere Evangelical Lutheran Congregation Union is seeking proposals for an electronic payment solution as a comprehensive service. This includes a payment solution, system management services, maintenance, and software updates. The electronic payment service will manage employee data related to benefits, reporting, and usage tracking through electronic means. The electronic payment solution must be mobile-based, primarily through an app that employees can download on their smartphones or devices. Employees will manage their user accounts and use the app to access their employee benefits and make payments. The mobile solution must be compatible with common smartphone models and operating systems (Android and iOS). The service must comply with the Finnish Tax Administration's guidelines on targeted payment methods for fringe and employee benefits. The Tampere Evangelical Lutheran Congregation Union aims to support its employees by providing lunch benefits and encouraging them to engage in cultural and wellness activities. The wellness benefit must cover at least massage and physiotherapy services. Employees can freely allocate their benefits between sports, culture, and wellness services. The goal is to offer these employee benefits as an easy-to-use service. The service must also be easy to manage and cost-effective, as there are many changes in employment relationships, and benefits need to be added or removed as needed. There are over 500 employees in the congregation union. The lunch benefit and sports, culture, and wellness benefits will be available as an electronic balance ordered and distributed through the service provider's online platform. The employer will define the amount of benefits and distribution conditions annually. The number of benefits distributed to employees can be reviewed during the contract period, so the amounts may change. There is no obligation for minimum purchases in the contract. The lunch benefit can be loaded for employees once a month for 11 months each year, and employees eligible for sports, culture, and wellness benefits can order electronic benefits three times a year. One service provider will be selected. The service must be available by January 1, 2026. The actual contract period (January 1, 2026 - December 31, 2027) may be extended by two individual option years for 2028 and 2029.
