Winter Maintenance Services for Loviisa

The City of Loviisa is seeking suppliers for winter maintenance services, including snow removal for streets, roads, pedestrian pathways, and other public areas. This procurement will establish a framework agreement. The selection of bids will be based on overall economic advantage, primarily focusing on the lowest price (hourly rate) for each category. Suppliers can submit bids for one or more categories. Detailed criteria for bid selection are outlined in Attachment 4, which suppliers must review before submitting their bids. Submitting parallel bids is prohibited. The procurement is divided into 33 categories: For Loviisa city projects, one (1) service provider will be selected for each of categories 1-14 based on the lowest price. A maximum of 30 service providers will be selected for categories 15 and 16 based on the lowest price. For Loviisa Waterworks projects, one (1) service provider will be selected for each of categories 17-27 based on the lowest price. Additional equipment pricing: A maximum of 30 service providers will be selected for categories 28-32 based on the lowest price. Category 33 will include all qualified service providers for mini-competitions during the contract period. The normal operational period for winter maintenance services is from October 1 to April 30 each year. The estimated start date for the contract period is December 1, 2025, and the main contract period will end on April 30, 2028. There is an option for a one (1) year extension for the winter season 2028-2029.
