Graphic Design Services for the Commune of Bezons

This contract is for graphic design services for the Bezons Infos le Mag newsletter, including layout and graphic creation for communication materials and motion design videos for the Commune of Bezons (95870). The contract is divided into four lots: 1) Layout and graphic design for the municipal information bulletin (Bezons Infos le Mag); 2) Graphic design for communication materials; 3) Creation of motion design videos; 4) Graphic design for a mandate report. Bidders can submit offers for one or more lots. The contract will be awarded through an open tender process, with the exception of Lot 4, which will be negotiated without prior publicity or competition. This is a public service contract, specifically for intellectual services, structured as a mixed framework agreement, executed partly through subsequent contracts and partly through purchase orders. Lots 1, 2, and 4 will be awarded as a single-award framework agreement with purchase orders, while Lot 3 will be a single-award framework agreement with subsequent contracts. Each lot will commence upon notification to the contractor, except for Lot 1, which will start on August 1, 2025, for an initial period of one year, with the possibility of three one-year extensions, not exceeding four years in total. If the remaining amount for the current period does not allow for an order, the contracting authority may decide to terminate the framework agreement for public interest reasons or proceed with an early extension. This decision will be communicated to the contractor.
