Architectural Design Services Contract for Budapest Airport

This contract is for a framework agreement lasting 48 months for various design services, plan reviews, and consultancy tasks for Budapest Airport (Budapest Liszt Ferenc International Airport). The work is divided into two main tasks: 1. Building and structural design 2. Infrastructure design tasks. This procedure aims to establish a framework agreement with multiple suppliers as per Section 105 (2) c) of the Public Procurement Act. Orders will be placed through a reopening of competition under the conditions specified in the framework agreement. The procurement obligation arises only during the reopening of competition based on the framework agreement, and the specific tasks to be ordered will be included in the call for tenders (and related procurement documents) for the reopening of competition. During the reopening of competition, the supplier is obligated to submit a bid and, if successful, to enter into a contract. The supplier may only submit a bid that is equal to or more favorable than the terms outlined in the framework agreement. The contracting authority emphasizes that in the case of reopening the competition, Section 105 (4) of the Public Procurement Act will be applied, and different evaluation criteria from those used in the framework agreement will be applied for each reopening of competition as follows: For both tasks: 1. The total value (in EUR) of the number of engineer days committed for the relevant disciplines and the net daily rates for those disciplines (Weight: 50) 2. The experience of relevant discipline designers in months (minimum 0, with the most favorable level being 36 months) (Weight: total 50).
