Brief
The subject of this public procurement contract is the continuation of the SISTA project through a framework agreement titled: 'Shared Information System TA ČR - Phase 3'. TA ČR, in collaboration with the participants of the framework agreement, is building SISTA as a cloud-native information system. TA ČR has adopted a DevOps approach between the internal ICT team and individual suppliers and has created additional necessary prerequisites (GCP, CI/CD, development rules, documentation management, design system, UI component library, and service catalog) for the second phase of the SISTA project. TA ČR has decided to renew the framework relationship (as Phase 3) based on the achieved results of the project, which allow for supporting the direction of the solution from finding ways to verification to its functional partial implementations in routine operation or semi-operation. The goal of Phase 3 is to restore and enhance performance on the programming capacity side and support routine operations of existing modules or functional parts (products) of the SISTA project. However, it is still not entirely routine programming according to documentation, as the increasing complexity of information exchange and synchronization requires optimization of these exchanges (data). Along with this, quality documentation for routine operations, deployment, and future development is also essential. This can be ensured by a larger number of participants in the framework agreement, who will focus on developing individual parts of the chosen solution for SISTA according to the rules and methods found in previous framework agreements. Therefore, it is advisable to conclude a new framework agreement, where the main goal is to expand the portfolio of potential developers willing and able to continue smoothly under the established principles, rules, guidelines, or ready-made solutions created in this project. TA ČR expects that the current results of the project allow for its partial and, from the perspective of copyright or licensing payments, free use by other public procurers. For this purpose, the licensing policy that was applied in individual mini-tenders according to their purpose is transferred to the framework relationship.
