Advertising Campaign Services for EU Neighbours East

This contract addendum seeks to enhance an existing agreement by procuring additional advertising campaign services. The primary goal is to improve public perception and attitudes towards the European Union (EU) in Eastern Neighbourhood partner countries. This will be achieved through a strategic communication approach that highlights the positive impacts of the European Neighbourhood Policy (ENP). The program will work closely with communication teams from the European Commission and the European External Action Service (EEAS) to ensure effective outreach. The target audience includes 'soft centre' groups, with the aim of shifting neutral perceptions to positive ones across all relevant countries, including territories and breakaway regions. The initiative consists of four key components: (i) integrated communication campaigns to raise awareness and understanding through various platforms, including social media, (ii) engagement with multipliers, (iii) conducting opinion surveys, and (iv) enhancing capabilities for strategic communications. All produced information and results will be shared publicly.
