Brief
The Finnish National Emergency Supply Agency (Huoltovarmuuskeskus) is organizing the TIETO exercise in 2026 and 2028, for which it will procure a technical training environment as a complete service (Software-as-a-Service, SaaS). This procurement includes project delivery, maintenance, and an option for necessary software licenses. The agency is requesting fixed-price proposals for the following components for the years 2025–2029: • 'Maintenance Service': Maintenance service for a technical training environment based on Microsoft Azure cloud services, with workload based on the time between exercises. No on-site technical support is needed between exercises. The agency estimates that 5–10 maintenance licenses will be required during the intervals, used by the supplier's technical experts and the agency's personnel involved in training activities. The maintenance service includes the supplier's readiness for separately ordered minor support and additional work, with pricing for these to be included in the proposal. • 'Project': Delivery project to build the TIETO training environment, which includes technical and on-site support during the 3-day intensive phase of the exercises: two experts on-site and one via remote connection. This content should be calculated in the proposal for two years: for the TIETO26 and TIETO28 exercises. • 'Option for Necessary Software Licenses': An additional procurement option for acquiring licenses for necessary software in the training environment. The M365 E5 and Teams EEA licenses were used in the TIETO24 exercise, along with applications such as Microsoft O365, Outlook, SharePoint, Teams Enterprise, Forms, Purview, Defender, and Power BI Premium (Per User Add-on licenses). The need for licenses varies during the contract period: between TIETO exercises, 5–10 licenses will suffice for the supplier's technical experts and the agency's personnel involved in training, while the active and intensive phases of the TIETO exercises lasting a couple of months will require licenses for up to 500–600 trainees. Power BI Premium Per User Add-on licenses will be used by the game management (3–5 licenses) during the intensive phase for up to half a year, for example, from the beginning of October to the end of January-February. The option should be calculated in the proposal for two years: for the TIETO26 and TIETO28 exercises. A more detailed description of the procurement is in Appendix 1.
