Romania – Antiseptics and Disinfectants Procurement

The contract involves establishing framework agreements for the supply of disinfectants as detailed in the attached specifications. The contract duration is a framework agreement for 36 months. Suppliers have until 18 days before the deadline for submitting offers to request clarifications. The contracting authority will respond to clarification requests on the 11th day before the submission deadline. All clarification requests must be submitted through SEAP (http://sicap-prod.e-licitatie.ro/pub). The contracting authority reserves the right to adjust the contracted quantity according to Article 221, paragraph 1, letter e and paragraph 2 of Law 98/2016. The buyer reserves the right to unilaterally terminate this framework agreement or subsequent contract with written notice, without any compensation, from the date of signing subsequent contracts or framework agreements concluded by the Ministry of Health as the centralized procurement unit. In this case, the supplier is entitled to claim only payment for the part of the framework agreement or subsequent contract fulfilled up to the date of unilateral termination.
