Food Supply Contract for Justice Institutions in the Netherlands

The Procurement Implementation Center of the Justice Institutions (IUC DJI) is seeking a partner to supply food and related products to distribution centers within the Justice Institutions (DJI). These centers allow detainees to order groceries at their own expense. This European tender is a continuation of a previous tender (reference TN490986) that received only irregular bids, preventing the award of the contract. According to the Procurement Act 2012, DJI is required to re-tender the contract. This new tender is similar to the previous one, with any additions or changes highlighted in orange. The estimated value of this contract is set at €110,000,000, based on current consumption, price indexing, and expected increases in supply reliability. The maximum potential value for this contract is €192,500,000, which is 175% of the estimated total consumption. This percentage accounts for uncertainties regarding the impact of increased supply reliability and the effects of planned digitalization efforts, which may facilitate easier ordering for detainees and lead to more orders. The aim is to prevent reaching the maximum value too early.
