Czech Republic – Railway Construction – Modernization of the Railway Node in Česká Třebová

The contract involves providing technical assistance to the investor (referred to as "TPI") for the construction project "Modernization of the Railway Node in Česká Třebová". The TPI includes: - Participation in regular (weekly) work meetings and especially in construction control days (usually monthly) to monitor and control the implementation of construction work; checking the invoicing of the construction, monitoring related issues during the construction process – problems, addressing comments from the future manager, legitimate comments from affected parties, influencing the implementation through relationships with administrative, supervisory, inspection, and construction authorities, with author supervision, and primarily with the construction manager who performs technical supervision of the builder (referred to as "TDS"). - Monitoring compliance with the contractor's schedule, including addressing any discrepancies. - Monitoring the emergence, resolution, and discussion of discrepancies between the construction implementation and the budgets of individual construction parts; assessing the contractor's requests for the need to draw funds from the construction reserve, providing opinions on the legitimacy of requests for TDS and the construction manager regarding the identification of the need and implementation of changes to the construction against the project documentation. - Verifying and confirming the justified need for additional and reduced work; written opinions on individual cases regarding the assessment of claims for time and financial compensation; checking the effective and economic resolution of additional work according to the contractor's proposal; thorough control of the budgets for additional work submitted by the contractor; cooperation and providing expert opinions up to the final discussion of individual additional works on the construction (deciding on the emergence of additional work; change orders – their justification and settlement; change management will be conducted through Change Orders according to Directive SŽDC No. 105 "Changes during Construction", in its valid version). - Thorough, detailed, and comprehensive control of the implementation of approved additional work; complete assessment of the contractor's claim for valuation according to Article 13.8 of the FIDIC contractual conditions - partial performance – monthly based on the report of completed activities confirmed by the construction manager (TDS) - written opinions will be provided no later than 10 days after the submission of the request by the construction manager (TDS) for a statement - materials for official monitoring of the implementation process (cooperation in preparing ongoing monitoring reports for the needs of the INEA agency) - based on the client's request, ensure the necessary tabular materials for ongoing monitoring reports on project development according to the instructions - based on the client's request, categorize and monitor eligible costs according to activities from the CEF contract with the EU/Grant Agreement through the ASPE application. The output from ASPE must generate an overview of performance by activities (for the invoice and in total) as part of the monthly invoicing - based on the client's request, prepare additional materials for the ongoing monitoring report as informative material for the client.
