A12/A14 Copdock Interchange: Gap Analysis and Planning

National Highways is seeking support to conduct a gap analysis of the A12/A14 Copdock Interchange scheme in Ipswich, a critical Strategic Road Network junction serving major routes to London, the East Coast, and Felixstowe port. The junction has experienced documented congestion and safety issues, with a scheme previously paused in autumn 2022 that is now being reconsidered for inclusion in Road Investment Strategy 4 (RIS4). This contract requires: (1) analysis of existing scheme information to resume PCF Stage 2 development; (2) agreement on Strategic Drivers; (3) preparation of a Technical Advisor appointment scope through the SDF Framework; and (4) detailed planning for traffic data collection scheduled for October 2026. The successful supplier will help restart this important transport infrastructure project by identifying information gaps and establishing the foundation for the next phase of development.
