Clerk of Works Consultancy Services Framework Agreement

Sovereign Network Group is establishing a framework to procure Clerk of Works Consultancy Services across two geographic lots: Lot 1 covers London and counties North and East of London (inside M25), and Lot 2 covers areas West and South of London (outside M25). The framework will comprise up to 20 Framework Agreements (10 per lot), commencing approximately 1 October 2026 for 4 years. Services will be delivered in-person or remotely as agreed. This is the Pre-Market Engagement (PSQ) stage where Sovereign Network Group invites responses to Market Engagement Questions via their portal at https://in-tend.org/. Responses will help shape the procurement process. Up to 30 potential suppliers may be shortlisted from the PSQ stage to proceed to the Invitation to Tender (ITT) stage, where awards will be made based on quality and commercial responses. Appointed suppliers will be eligible for call-off opportunities through either mini-competition or direct award, with no guarantee of work. The framework will be available to Sovereign Network Group and its affiliates, subsidiaries, joint ventures, and special purpose vehicles.
