General Anti-Infectives for Systemic Use – Supply of Antibiotic Medicines

The Satu Mare County Emergency Hospital is seeking suppliers for the provision of normal human immunoglobulin. Due to market instability regarding the supply of medicines in various concentrations and the fluctuating number of patients based on medical indications, the procurement of medicines will be based on patient numbers, which are not precisely known at the start of the procurement process. Therefore, the contracting authority has decided to finalize the procedure for each lot by concluding a framework agreement with up to three suppliers without re-competition, for a period of 36 months. This decision is based on the necessity report no. 248/11.07.2022 prepared by Farm Hagau Adriana and approved by DFC and the management of SJUSM. The frequency and value of the contracts to be awarded will be annual or as needed, depending on the number of hospitalizations. For each lot, the estimated minimum and maximum quantities are specified in Annex 1 of the specifications. The maximum value of a subsequent contract will also be in accordance with the provisions of Annex 1. The quantities for the largest subsequent contract will be based on the maximum quantity over 12 months. The estimated minimum and maximum quantities of the framework agreements can be found in Annex 1 of the specifications. Subsequent contracts will be concluded based on the needs of the contracting authority, with estimated minimum and maximum quantities. The deadline for the contracting authority to respond clearly and completely to all requests for clarification/additional information will be 11 days before the deadline for submitting offers, in accordance with Article 160 in conjunction with Article 161 of Law 98/2016, with subsequent amendments and completions. Suppliers can request clarifications up to 20 days before the deadline for submitting offers.
