Study on Audiovisual Media Services Directive Evaluation

The European Commission is seeking a study to evaluate the Audiovisual Media Services Directive (AVMSD) as required by Article 33, which mandates an ex-post evaluation by December 19, 2026. This study will assess the impact and value of the Directive and may lead to proposals for its revision. Additionally, Articles 13 and 16 require reporting on the promotion of European works, including independent productions in television and on-demand services. The study will focus on five key objectives: 1) Gather information on the application of the Directive, especially in light of the evolving EU audiovisual market and digitalization; 2) Provide a thorough quantitative and qualitative assessment of the Directive’s implementation, highlighting significant issues; 3) Supply data for monitoring the AVMSD rules on promoting European works; 4) Identify potential regulatory updates to improve the Directive's application; 5) Assess the impact of proposed policy options for these updates. The results will aid the Commission's evaluation and reporting on European works as required by the AVMSD.
