Fuel Supply Contract for Vehicles and Equipment in Romania

This contract involves the procurement of diesel and gasoline for the fleet of vehicles, machinery, and other equipment as outlined in the specifications document no. 8117.4/12.02.2025. A framework agreement will be established with a maximum of three economic operators who meet the qualification and selection criteria, based on the award criterion and who have submitted acceptable offers. The quantities involved in the framework agreement and subsequent contracts are as follows: 1) Over the entire duration of the 48-month framework agreement, the estimated procurement includes: a. Standard diesel with a minimum cetane number of 51 (via card) – a minimum of 600,000 liters and a maximum of 957,208 liters b. Standard gasoline with a minimum octane number of 95 (via card) – a minimum of 600,000 liters and a maximum of 890,785 liters c. Cards – a minimum of 370 cards and a maximum of 700 cards 2) For a single subsequent contract to be awarded during the framework agreement, the estimated procurement includes: a. Standard diesel with a minimum cetane number of 51 (via card) – a minimum of 150,000 liters and a maximum of 300,000 liters b. Standard gasoline with a minimum octane number of 95 (via card) – a minimum of 150,000 liters and a maximum of 300,000 liters c. Cards – a minimum of 370 cards and a maximum of 700 cards. The estimated value is calculated based on the maximum quantity of products. The frequency and value of the contracts to be awarded will be annual. The maximum estimated value of a subsequent contract anticipated to be awarded during the framework agreement is 3,864,706.00 RON excluding VAT. Payments, as obligations of the contracting entity representing the value of the products accepted upon their reception, will be executed based on invoices issued by the supplier, via bank transfer to the account declared by the supplier, within a maximum of 30 days from the date of invoice issuance and all supporting documents. The contracting entity does not provide an advance payment. The contracting entity will respond clearly and completely to all requests for clarification – on the 11th day before the deadline established by the participation announcement for submitting offers. Responses will only be provided to clarification requests addressed by economic operators within the previously stated deadline.
