Construction Supervision Services for New Medical Complex at Fundeni Clinical Institute

The project involves the relocation, development, and construction of a new medical complex at the Fundeni Clinical Institute. Key tasks include: - Construction of buildings A, B, C (with basement, ground floor, 6 upper floors, and technical floor), building D (with basement, ground floor, and 2 upper floors), building E (with basement, ground floor, and 2 upper floors), and technical annexes (ground floor) including a heating plant, oxygen storage, oxygen cylinder storage, and CO2 storage. - Demolition of existing buildings (ground floor) with specific cadastral numbers, including compressor station, generator group, silo, storage, archive, secondary access to existing building, and greenhouse. - Connecting the new medical complex to the existing underground tunnel. - Relocating underground heating, gas, water, sewage, and electrical networks to clear the site. - Creating new access from Fundeni Road, including roads, parking, and green spaces. The contract aims to ensure supervision services for the design and execution activities in accordance with: 1. Law no. 10/1995 regarding construction quality, ensuring proper execution of construction works through specialized supervisors or consulting firms throughout the project; addressing non-conformities and defects during execution; conducting acceptance inspections upon completion and at the end of the warranty period; and preparing the technical book of the construction. 2. Annex no. 2 to HG no. 1/2018, which regulates general and specific conditions applicable to design and execution contracts. 3. The financing contract with the Management Authority for POS for project implementation. Additionally, the supervision services aim to provide necessary expert support to assist the beneficiary in relations with verification and control bodies (from AM, AA, CCR, ANAP, CC, to ITM, UAT, Local Police, Environmental Guard, etc.); verify the performance of the investment during the contractor's warranty period; enhance administrative capacity regarding the management of design and execution contracts; facilitate informed decision-making regarding changes to the contract and associated investment objectives, and accept or issue contractual claims as necessary. According to Article 160 (1) of Law no. 98/2016, any interested economic operator has the right to request clarifications or additional information regarding the award documentation up to 20 days before the deadline for submitting offers. The contracting authority will respond to requests for clarifications by the established deadline. The contracting authority sets two deadlines for responding to all requests for clarification/additional information: I – 30 days before the offer submission deadline II – 12 days before the offer submission deadline. These response deadlines are established to provide economic operators with adequate time to analyze the award documentation and subsequently prepare their offers based on the responses provided by the contracting authority.
