Finland – Other Services – Concession Agreement for Kettukallio Quarry Works

This contract involves granting the right to use properties in the Kettukallio area of Ylivieska city for the extraction of earth materials in exchange for a concession fee, as outlined in this request for proposals and its attachments. The rights pertain to properties 977-871-1-3, 977-406-13-125, 977-406-13-201, and 977-406-120-0 for quarrying and material extraction. The area is further defined in the attachments to the request for proposals. The total area is approximately 9.3 hectares, with the actual extraction area being about 5.9 hectares. The granted permit under the laws of earth materials and environmental protection is valid until August 31, 2037. The rights are intended for extraction up to 600,000 cubic meters. The environmental permit also covers the processing of clean stone material brought from elsewhere to the site, as well as the crushing of recycled asphalt and concrete under specified criteria in the permit decision. The operator is responsible for the implementation according to the environmental permit decision. The quarrying work is expected to begin in the fall of 2025, although negotiations with the current operator are still ongoing. However, quarrying work can start no later than January 1, 2026. The contract will take effect once both parties have signed it and will remain in force for the entire duration of the concession. The environmental permit will be transferred to the contractor's name before the contract is signed. The concession period ends when the total extraction amount of 600,000 cubic meters has been reached, or by the expiration of the environmental permit on August 31, 2037.
