Laboratory Reagents Procurement

This contract opportunity involves the procurement of laboratory reagents as part of the PNRR-III-C9-2022-I5 project. Suppliers are invited to submit their offers in accordance with the specifications outlined in the tender documents. Suppliers have 20 days to request clarifications before the submission deadline, which is set for August 19, 2025. The contracting authority will respond to all clarification requests on the 11th day before the submission deadline. All requests for clarifications must be submitted through the SEAP platform (http://sicap-prod.e-licitatie.ro/pub). The awarding procedure is subject to a suspensive condition that will last for a maximum of 3 months from the submission deadline. The contract will only be finalized if funding for the PNRR-III-C9-2022-I5 project, titled 'Establishment and operationalization of a Competence Center for Soil Health and Food Safety,' is maintained. The signing of the contract is contingent upon compliance with public finance legislation and the provisions of Government Decision No. 395/2016 regarding public procurement. If funding is not maintained for any reason, the contracting authority will apply the provisions of Article 212, paragraph (1), letter c) of Law No. 98/2016, making it impossible to finalize the public procurement contract. Bidders understand that the contracting authority and/or the Ministry of Education cannot be held liable for any damages resulting from the cancellation of the awarding procedure, regardless of the nature of the damages. Bidders accept the special conditions and suspensive clause outlined above, assuming full responsibility for any potential damages they may incur in the described situation.
