Brief

The Danish Ministry of Defence Acquisition and Logistics Organisation (FMI) intends to enter into a contract with KNDS UK (formerly WFEL Ltd) for the supply of two mechanically deployed field bridges, spare parts, and training, valued at £42,737,947. FMI assesses that these field bridges can currently only be procured from KNDS due to operational requirements for a Military Load Classification (MLC) of 80(t)/120(W) and a bridge length of either 2 * 40 meters or 1 * 80 meters, as specified by NATO. Additionally, the operational requirement states that the field bridge must be mechanically deployed. It is believed that there are no reasonable alternatives available, and the lack of competition is not a result of artificially restricting competition. Therefore, FMI concludes that the conditions outlined in Article 28, paragraph 1, letter e of the Defence and Security Directive for using a negotiated procedure without prior publication of a contract notice are met.
