Procurement of Aggregate Products for Asphalt Station

The National Company for Road Infrastructure Administration is seeking suppliers for the procurement of aggregate products, specifically sorted crushed stone in sizes 4-8 mm, 8-16 mm, 16-22.4 mm, and 16-31.5 mm, as well as crushed sand in the size of 0-4 mm for the Morlaca asphalt station in Cluj. The estimated value of the framework agreement ranges from a minimum of 30,200 lei to a maximum of 1,852,750 lei, excluding VAT. The largest subsequent contract will be valued at 430,200 lei, excluding VAT. A minimum of two subsequent contracts will be awarded each year. This framework agreement does not constitute a legal basis for public fund commitment; however, it will facilitate the awarding of subsequent contracts that provide a legal basis for payment. The contracting authority reserves the right to modify the contract in accordance with Article 221 of Law 98/2016, provided that such modifications do not constitute substantial changes. Key clauses for potential modifications include: 1. Parties to the framework agreement; 2. Unit price adjustments; 3. Contract duration; 4. Subcontractors; 5. Payment methods and debt recovery; 6. Inspections and testing as per the agreement clauses. Interested suppliers may request clarifications or additional information regarding the procurement documentation up to 18 days before the deadline for submitting offers. The contracting authority will respond to all requests for clarification on the 11th day before the submission deadline. Any requests for clarification submitted after the specified date will be considered late.
