Consultancy Services for Administrative Capacity Evaluation in Romania

This contract involves providing consultancy services to evaluate the contribution of the Technical Assistance Program (PoAT) 2021-2027 in implementing measures aimed at enhancing administrative capacity, as outlined in the National Roadmap. The project, titled 'Implementation of the Evaluation Plan for PoAT 2021-2027' (SMIS code 328298), includes activities detailed in Annex 1 - Terms of Reference. The main objective is to assess the coherence, effectiveness, and efficiency of resource utilization within the Technical Assistance Program allocated for supporting administrative capacity enhancement measures. Specific objectives include: measuring the implementation status of these measures supported by Priority 2 of PoAT 2021-2027; determining the coherence and effectiveness of resource allocation; and proposing improvements for resource utilization during and after the implementation period of PoAT 2021-2027. Suppliers can request clarifications up to 20 days before the bid submission deadline, and the contracting authority will respond to all requests for clarification on the 11th day before the submission deadline.
