Brief
The City of Hämeenlinna is seeking proposals for expert consulting services in land use planning and infrastructure design, as well as regulatory services. This procurement includes one (1) area (Area 11) where the procurement unit will evaluate quality. Participants will be compared based on overall economic advantage, with price and quality assessed separately; the highest scoring proposals in both categories will win the competition. In other areas, minimum qualifications for personnel are required, and the lowest price will determine the winner. Detailed information on the evaluation of each area can be found in the procurement description. The contract period will select 3-5 partners, each of whom will enter into a separate framework agreement. The work involves consulting assignments related to land use planning and infrastructure, as well as regulatory services. The land use planning area is responsible for zoning, street, green space, and traffic planning, public transport planning, as well as land policy and lot production. The infrastructure area is responsible for the construction and maintenance of streets and public areas, as well as tasks related to contaminated land. The procurement includes necessary expert services for regulatory authorities to ensure compliance with specific laws in environmental protection and health protection oversight. Some expert tasks related to urban structure will be procured from external consultants. The distribution of work between in-house and outsourced tasks will depend on the current workload and the content of each task. External experts will primarily be sought for specialized studies and design work that the city lacks expertise in or where its resources are insufficient. Preliminary task descriptions for tasks to be carried out during the contract period, as well as general descriptions of assignments to be commissioned as consulting work in areas 1-13, are detailed in this request for proposals. These descriptions are not precise contents of the assignments but will be agreed upon at the start of the work. The framework arrangement includes the following areas: Area 1 Municipal Engineering Design, Area 2 Geotechnical Design, Area 3 Structural Design, Area 4 Traffic Signal Design, Area 5 Traffic Planning, Area 6 Stormwater Management Design, Area 7 Noise, Vibration, and Acoustics Studies, Area 8 Cultural Heritage Studies, Area 9 Archaeological Studies, Area 10 Environmental Studies, Area 11 Reference Plans for Lots and Buildings in Areas, Area 12 Field Surveys and Subsurface Investigations Supporting Land Use Planning, Area 13 Research, Studies, and Plans Related to Soil and Groundwater Contamination. This is a service procurement under the Public Procurement Act 1397/2016, with an estimated value of approximately €2.5 million excluding VAT. This procurement exceeds the EU threshold value and will be conducted as a framework arrangement, allowing all qualified bidders to participate in the evaluation phase. A single bidder may submit proposals for one or more areas, but an area cannot be divided into smaller parts. The framework agreement will be tendered for a total of four years. For each task, the client has the option to use any of the service provider's consultants based on who meets the personnel qualifications outlined in the request for proposals.
