Road Maintenance Works Framework Agreement 2026-2030 - Bordeaux Metropolis (16 Lots)

This framework agreement will be executed through the issuance of purchase orders, adhering to the limits specified for each lot in Article 1.4-4 of the CCAP, and considering the limitations and prohibitions outlined in Articles 1.5 and 1.6 of the CCAP. A maximum number of projects can be ordered simultaneously per lot, as set in Article 10.3 of the CCAP. The contractor must be able to deploy sufficient teams to meet this maximum number of projects. Each of the 16 lots will be awarded separately. Economic operators can bid on all or part of the 16 lots, subject to the following limitations: - Submission limitations as specified in Article 7.1 of the consultation regulations - Award limitations as specified in Article 9.3 of the consultation regulations. 7.1 - LIMITATION ON BIDDING: Candidates may bid on all lots, provided they comply with the conditions applicable to the same lot: - For the same lot, candidates are prohibited from submitting multiple offers as both individual candidates and as members of one or more groups or as members of multiple groups. - For the same lot, the same economic operator cannot submit multiple offers as the representative of more than one group. 9.3 - LIMITATION ON LOTS AWARDED TO THE SAME CANDIDATE - LOTS 13 TO 16: For lots 13 to 16, Bordeaux Metropolis has decided to limit the number of lots awarded to the same candidate to 2. Awarding conditions for lots 13 to 16: After analyzing the offers, if a candidate ranks first for more than 2 lots, the priority order for awarding the lots is set in the table below. In this case, the candidate ranked second will be awarded the following lots. Priority Order: Priority 1: Lot 16 - Routine maintenance of road surfaces, Western Territorial Pole Priority 2: Lot 14 - Routine maintenance of road surfaces, Right Bank Territorial Pole Priority 3: Lot 13 - Routine maintenance of road surfaces, Bordeaux Territorial Pole Priority 4: Lot 15 - Routine maintenance of road surfaces, Southern Territorial Pole. For reference, the consumption quantities for 2022-2024 by line of the BPU of the currently ongoing framework agreements and by lots are included in the annex of this consultation regulation. This information is not contractual. Services will be paid for at unit prices. The framework agreement aims to meet the need for: - works related to maintenance, repair, modification of the metropolitan public space - works for the development, creation, or requalification of the metropolitan public space.
