Framework Agreement for Gambling Services and Technology Development

This framework agreement aims to procure a partner to implement various gambling development projects and ongoing development tasks in collaboration with experts from the procurement units. The framework will be executed in partnership with the Lotteries Entertainment Innovation Alliance (LEIA), which is a joint venture of five national gaming companies aimed at accelerating the development and market entry of digital games. The partners include La Francaise des Jeux (FDJ) from France, Norsk Tipping from Norway, Danske Spil from Denmark, Svenska Spel from Sweden, and Veikkaus from Finland. Veikkaus is responsible for conducting the procurement process in accordance with Finnish legislation and will make the procurement decision. Custom games will be procured, particularly from the categories of online casinos, e-players, and physical slot machine games, but games from other categories are not excluded from the agreement. The procurement covers the complete delivery of games (including graphics, sound, code, game development, and QA) and their development in web, mobile, gaming machine, and server environments. The procurement may also involve creating a demo or a component related to the game; making modifications to existing games or their components, or adapting them to new platforms. One (1) supplier will be selected for the framework agreement, with separate contracts to be signed between the supplier and Veikkaus, as well as between the supplier and LEIA. During the contract period, procurement units will order category-specific services as needed. The estimated total value of the framework agreement over four years is €10,000,000, with procurement needs expected to be split approximately 50/50 between Veikkaus and LEIA. This is an estimate, and the procurement units are not committed to a specific amount. The framework agreements do not grant the service provider exclusive rights to offer services to the procurement units.
