Consulting Services for Energy Efficiency in Buildings

The Partnership for Energy Efficiency in Buildings (PEEB) is a collaborative initiative aimed at promoting a zero-emission and resilient built environment. PEEB offers financing solutions for construction and renovation projects that have significant climate impact potential, along with policy advice and capacity-building to enhance the conditions for these projects. PEEB Cool provides technical assistance and financial support to 11 countries in hot climates across Africa (Djibouti, Morocco, Nigeria, Tunisia), Asia (Indonesia, Sri Lanka), Eastern Europe (Albania, North Macedonia), and Latin America (Argentina, Costa Rica, Mexico). The goal is to combat climate change, improve energy efficiency in buildings, and enhance resilience to extreme climate events, economic crises, and energy shortages. PEEB Cool employs a combination of financing and policy strategies to scale up ambitious energy efficiency projects and achieve lasting transformation in the sector. The initiative supports the development of large-scale green building projects by offering expert guidance throughout all project phases and financing options, including concessional loans. Additionally, it aids countries in enhancing their strategies and regulations for resilient and efficient buildings through policy advice, investment facilitation, capacity building, and awareness raising. This tender is specifically for the Enabling Facility (EF) managed by GIZ, which aims to create a supportive framework for low-emission and climate-resilient buildings. The primary objective is to improve the strategic, regulatory, and financial conditions for implementing large-scale climate mitigation and adaptation projects in selected partner countries. The consultancy services will significantly contribute to the transformation of the buildings and construction sector towards green buildings through various outputs, including enabling private sector investment, developing policy proposals, strengthening local capacities, and sharing knowledge to support global sector transformation. The contractor will provide specific technical expertise to implement these activities, working closely with GIZ staff and partner institutions. The work will involve both desk-based tasks from the contractor's home country and field missions.
