Domea.dk is initiating the process of finding new partners to carry out a series of total contract projects (new construction) for the housing organizations listed in Appendix 1.10, for which Domea.dk acts as the business manager. Domea.dk aims to establish parallel framework agreements for total contracts to ensure optimal management of new construction projects in terms of time, cost, and quality. The tender for the framework agreements is divided into two sub-agreements: Sub-agreement 1 – East, and Sub-agreement 2 – West. For Sub-agreement 1, East, Domea seeks 3 primary framework agreement holders and 2 secondary (backup) framework agreement holders. For Sub-agreement 2, West, Domea seeks 4 primary framework agreement holders and 2 secondary (backup) framework agreement holders. An applicant can apply for pre-qualification for one or both sub-agreements, and a bidder can win a place on both sub-agreements after the evaluation of bids. The framework agreements are not exclusive, meaning that Domea.dk has the option to enter into agreements for total contracts based on traditional tenders or direct awards (if procurement rules allow) for specific projects without using these parallel framework agreements. No specific revenue is guaranteed under the framework agreements, as Domea.dk is not obligated to use them. The framework agreements cover construction projects with variations, and the construction method depends on the specific project. These are individual projects executed as total contracts – possibly as modular construction. The tasks covered by the framework agreement's sub-agreements 1 and 2 involve the construction of public housing under total contracts, including primarily youth housing and family housing, but may also include elderly housing/nursing homes (as well as possible renovations/transformation of existing buildings). The projects under the framework agreements will vary in the number of housing units, size, design, and location. Typically, a total contract will involve between 30 and 100 housing units (for Sub-agreement 1) and 25-50 housing units (for Sub-agreement 2), but contracts involving a number of housing units outside these ranges may occur. The outcome will be public housing characterized by a robust quality typical of public housing. The individual projects are expected to primarily involve new construction with a contract sum of 25-150 million DKK, including VAT. Each year, Domea.dk manages the construction of new public housing for various housing organizations across the country. If Domea.dk enters into a management or administration agreement with institutions and housing organizations during the term of the framework agreement, new housing institutions/companies may be added to the list in Appendix 1.10 through an addendum to the framework agreement, within the procurement legal framework. The contracting authority can award contracts under the framework agreement as direct awards based on a rotation model or after conducting a mini-tender (reopening of competition) among the companies awarded a place on the framework agreement, according to UBL § 98, subsection 2. The framework agreement's rotation model, used for direct assignment of tasks, includes the primary framework agreement holders. In the case of a mini-tender, both primary and secondary framework agreement holders can participate. Secondary framework agreement holders may also be considered for direct assignments if there are refusals or vacancies among the primary framework agreement holders, as specified in the tender material. Further information on the contract award procedure under the framework agreement can be found in Appendices 2.01 and 2.04 of the framework agreement. The criteria for when the contracting authority will conduct a mini-tender or make a direct award are outlined in the tender material, particularly in the framework agreement. In certain projects, Domea.dk may have engaged a technical advisor prior to awarding a project, who has assisted with initial technical advice. In some of these projects, it may be beneficial to retain this knowledge in the project, and Domea.dk will assess from project to project whether the total contractor should be encouraged to take over Domea.dk's technical advisor. Domea.dk will describe the terms under which the technical advisor can be taken over (including services, fees, etc.) in connection with inquiries about bids or mini-tenders.
