Romania – Mineral Oils – Framework Agreement for 24 Months - Additives for the Production of Stockpiled Asphalt Mixture and Stabilized Asphalt Mixture

The products to be purchased are: “Framework Agreement for 24 Months - Additives for the Production of Stockpiled Asphalt Mixture and Stabilized Asphalt Mixture.” A. According to Article 160, paragraph 1 of Law 98/2016, the deadline for any economic operator interested in participating in the public procurement procedure to request clarifications/additional information regarding the Award Documentation is: - the first deadline is 26 days before the deadline for submitting offers; - the second deadline is 18 days before the deadline for submitting offers. B. According to Article 160, paragraph 2 of Law 98/2016, the Contracting Authority establishes two deadlines in which it will respond clearly and completely to all requests for clarifications/additional information: - the first deadline is 20 days before the deadline for submitting offers; - the second deadline is 12 days before the deadline for submitting offers. Depending on the complexity of the clarification requests made by economic operators, for which responses should be published by the first deadline indicated above, the Contracting Authority reserves the right to publish the responses to those clarifications at the second deadline established in the Award Documentation. The response deadlines for clarifications have been set so that economic operators have an adequate period to analyze the Award Documentation and subsequently to prepare their offers based on the responses provided by the Contracting Authority. C. Any clarification request sent after the date mentioned in point A will put the Contracting Authority in a position where it cannot provide a response, and therefore it will be considered LATE. D. Any request for clarifications must be sent through SEAP (www.e-licitatie.ro).
