Waste Management Services for Rennes Métropole

This contract involves the treatment and disposal of household waste and non-hazardous waste for Rennes Métropole. The framework agreement will be executed through the issuance of purchase orders, with each lot being awarded separately. The services are priced per unit and are divided into two lots: Lot 1 covers residual household waste (OMR), and Lot 2 covers incinerable waste from local waste disposal sites (INC). Due to a prolonged shutdown of the Energy Recovery Facility in Villejean for significant restructuring work since April 2022, part of the waste must be treated at one or more waste recovery or treatment facilities proposed by the contract holders. This consultation pertains to the treatment of a portion of the household waste and similar waste from Rennes Métropole during the construction, testing, and commissioning phases of the new Energy Recovery Facility. The holder of Lot 1 will be responsible for approximately 1,250 tons of residual household waste per month, while the holder of Lot 2 will manage the entire estimated annual incinerable waste from local disposal sites, which is around 4,400 tons. They will propose one or more facilities for the recovery or treatment of this waste. Waste management by the holders will commence from any transfer center or private site within the Rennes Métropole area. The holders must size their services according to the objectives and obligations outlined in the technical specifications.
