Brief
The operation is co-financed by the ELENA MOVeNERGY project, which is part of the 'Energy programme for climate neutral City of Velenje', funded by the European Commission through the European Investment Bank. The budget is allocated from the City of Velenje's budget under item no. 41012005 ELENA MOVeNERGY. The City of Velenje (MOV), located in the Savinja Valley in Slovenia, has integrated the initiative for a climate-neutral city into the EU Cohesion Policy through the Just Transition Fund. This initiative focuses on the necessary transition of the energy system from coal dependency towards establishing a climate-neutral urban environment. MOV aims to combine innovative technologies and concepts with a new business and collaborative model to optimize potentials, improve resource utilization, and increase socio-economic benefits related to the energy transition. The investment program introduces a comprehensive, multi-sectoral, and multi-level approach to planning and implementing sustainable energy infrastructure investments. The program is based on coordinated implementation of measures on both the supply and demand sides. The main goal of MOV is to develop a thorough and coordinated investment program that ensures techno-economic feasibility and is validated using the ELENA instrument. The 'ELENA MOVeNERGY' project focuses on the following investment components: 1. Energy renovation of public buildings: • Comprehensive energy renovations of public buildings that will reduce specific energy consumption from 137 kWh/(m² year) to 52 kWh/(m² year), representing an average reduction of 62.2%. • Measures include additional thermal insulation of buildings, replacement of inefficient windows and doors, and improvements to heating and cooling systems (renovation of boiler rooms, hydraulic balancing, installation of thermostatic valves). • A total of 8 public buildings (sports hall, primary schools, kindergartens, and health center) with a total area of 35,036 m² will be energy renovated. 2. Energy renovation of multi-family buildings: • Encouraging investments in the renovation of private multi-family buildings by providing technical support and financing project documentation. • The first phase plans to renovate 12 multi-family buildings with a total area of 42,000 m², with further phases expanding to additional facilities. 3. Solar power plants on public buildings: • Photovoltaic (PV) power plants of various sizes will be installed on the roofs of public buildings with appropriate orientation. Two models will be followed, either PPP or a classic contracting model, depending on the energy potential of the installed solar power plants. Efforts will be made for individual or community self-sufficiency of public buildings. • A total of 4,564 m² of solar power plants with a capacity of 912.72 kWp is planned. 4. District heating – heat supply: • Transition of the existing lignite-based district heating system to renewable energy sources (thermal solar systems, heat pumps). • The plan includes a thermal solar field (22.5 MWt) with heat storage and a heat pump (0.51 MWt) at the wastewater treatment plant. • The goal is to significantly reduce greenhouse gas emissions and comply with the European Energy Efficiency Directive and the Slovenian Act on the Promotion of the Use of Renewable Energy Sources. The subject of the public procurement is the selection of a lead coordinator for the ELENA program projects. The contracting authority will conclude a framework agreement with the selected supplier for the period from the date of conclusion of the framework agreement until approximately September 30, 2027. The duration of work under the framework agreement for each lot is equal to the duration of each ELENA project. If the ELENA project is extended, the execution of the work timeline will also be extended.
